The posting of agendas for planned closed meetings ensures complete accountability and transparency on the part of city council and its standing committees, as well as the corporation as a whole.
Under Ontario's Municipal Act and in accordance with the city's procedural bylaw, a meeting or part of a meeting may be closed to the public if the subject matter being considered is:
personal matters about an identifiable individual, including city or local board employees.
a proposed or pending acquisition or disposition of land for city or local board purposes.
labour relations or employee negotiations.
litigation or potential litigation, including matters before administrative tribunals, affecting the city or a local board.
the receiving of advice that is subject to solicitor-client privilege, including communications necessary for that purpose.
a matter in respect of which council, board, committee or other body has authorized a meeting to be closed under another Act.
If you believe city council or one of its boards has held a closed meeting, or entered into discussion at a closed meeting that was not in compliance with the city's procedural bylaw and/or section 239 of the Municipal Act, you may submit a request for an investigation to the city clerk.
The office of the Ontario Ombudsman investigates all requests.
